You’re charged with leading a city set within an inhospitable frozen wasteland, making decisions about how it’s governed to keep mouths fed and, hopefully, happy. That includes managing labor, politics, and even the food supply, which can ingratiate you to citizens or, worst case, cause them to revolt.
